Team Rosters
Each XFL active team roster is required to have a minimum of 24 players and is allowed a maximum of up to 26 player rosters at the season start.
Roster minimums are enforced immediately after the Unrestricted Free Agent (UFA) auction is concluded. Teams must also be able to present a valid starting lineup after the UFA is completed.
Should any team fail to bring their roster into compliance, the Commissioner will assign the highest scoring free agent player that brings the roster into compliance to that team. Should a drop be required, the Commissioner will drop the lowest scoring player on the roster.
Salary Cap
Each team has a $450 salary cap. This gives you up to $350 to spend on your roster during the Free Agency & Restricted Free Agency auctions and another $100 to spend on in-season free agency.
Salary Cap Notes:
• The salary cap is in effect at all times during the year.
• Should a player that has a cap figure be traded, the team acquiring the player must have available cap space to acquire that player because all contracts follow the players.
• All teams are responsible for staying within their cap. Teams that exceed their cap with a winning bid or finish the draft without meeting their roster minimums will have that winning bid voided and will be penalized as follows each season:
• First Offense: Loss of one Franchise Tag
• Second Offense: Loss of a second Franchise Tag
• Third Offense: Loss of two Transitional Free Agent Tags
• Fourth Offense: Loss of two Transitional Free Agent Tags
• Fifth (or more) Offense(s): Loss of $100 in cap money for each consecutive offense.
Injured Reserve
Two IR spots (only one offense and only one defense) are allowed for every team. To be eligible for XFL IR, players must be on IR in the NFL. The salary of any player on IR will count in its entirety. XFL Players on IR cannot be carried over on IR into the next season.
Starting Lineups will be composed of seven offensive and four defensive players (11 total).
Starting lineups will consist of one QB, one RB, two WRs, one TE, one PK, one DL, one LB, one DB, one offensive flex and one defensive flex.
Offensive flex position can be filled with a RB, WR or TE.
Defensive flex position can be filled with a DL, LB or DB.
Free Agency Period
Franchise and Transition (Restricted Free Agents) players are named after the April NFL Draft. At this time (early May - TBD) the team owner must tag any potential free agents on their team with a qualifying offer by sending an official league email claiming as much. All free agent bids must be emailed to the league's email list to be considered official. Any potential free agents not tagged by a date designed by the Commissioner will immediately become unrestricted free agents and are eligible for the Unrestricted free agent auction (August).
Open bidding on tagged free agents begins on a date designated by the Commissioner via the league web site.
• Teams may not bid on their own franchise and/or transition players.
• Franchise and transition players may not be traded during the free agency period.
• Teams may not go over the salary cap when bidding on franchise and transition players.
Only teams with the required draft choice compensation are eligible for bidding on franchise and transition players. A team with the current top bid on a franchise player is not eligible to bid on another franchise player unless they somehow had 4 first round draft picks in the next two years. Top bids are announced for all tagged players on May 15th at midnight. After all final bids are declared the Commissioner will notify the league of the final bids and team owners have 48 hours (or until May 17 Midnight) to decide whether to match the bid or accept draft choice compensation from the team with the highest bid.
Franchise Players
Each team is allowed to use one franchise player tag per unit (offensive and defensive) at any given time. Each team announces their franchise player on a date (early May - TBD) designed by the Commissioner. Franchise players are eligible for bidding only during the Restricted Free Agency auction. Team owners have 48 hours following the end of the Restricted Free Agent Auction to decide whether to match the highest bid or accept draft choice compensation from the team with the highest bid. Team owners may not remove a franchise player tag from a player once the tag is officially applied. Franchise players may be traded at any time during designated XFL trading periods except during the Free Agency period for franchise and transition players. Franchise player tags remain with a player for the entire year even in the event that said player is waived. Franchise tags travel with the player in the event that they are traded to another team, although it is the responsibility of the acquiring team and no longer the team that is trading him.
Minimum qualifying offers ( 2009 & Beyond )
Franchise players must receive a qualifying offer of 10% of his current salary. The lowest current salary that a minimum qualifying offer can be made on is $1. There is no penalty for not using a tag.
Compensation
Draft choice compensation for a franchise player is two 1st round draft choices and $40. If a team bidding on a franchise player has two first round draft choices in the immediate Collegiate Draft, the team receiving the compensation may choose whether to accept both picks immediately or defer one to the next season. If they defer one pick to the next season the compensation is the bidding team's actual draft pick, not one obtained via trade. Only teams with the required draft choice compensation are eligible for bidding on franchise players. The top bids for each tagged player will be announced following the RFA Auction. Team owners have 48 hours to decide whether to match the highest bid or accept draft choice compensation from the team with the highest bid. In the event that the team with the franchise player decides to match, they will be matching the highest bid-not topping it.
Transition Players
Each team is allowed to use 3 transition player tags per unit (2-offensive and 1-defensive) at any given time. Each team announces their transition players on a date designed by the Commissioner. Transition players are eligible for bidding only during the Restricted Free Agency auction on a date designed by the Commissioner. Team owners have 48 hours following the end of the Restricted Free Agent Auction to decide whether to match the highest bid or accept draft choice compensation from the team with the highest bid. Team owners may not remove a transition player tag from a player once the tag is applied. Transition player tags remain with a player for the entire year even in the event that said player is waived. Transition tags travel with the player in the event that they are traded to another team, although it is the responsibility of the acquiring team and no longer the team that is trading him.

Draft choice compensation for a transition player is a 2nd round draft pick and $25. If a team bidding on a transition player does not have a second round draft choice in the immediate Collegiate Draft, the team receiving the compensation will get the bidding team's second round pick in the next season. If they defer one pick to the next season the compensation is the bidding team's actual draft pick, not one obtained via trade. Only teams with the required draft choice compensation are eligible for bidding on transition players. In the event that the team with the transition player decides to match, they will be matching the highest bid-not topping it.
Free Agent Auctions
Following the Restricted Free Agency Auction, a series of auctions will be held with all remaining free agents (Unrestricted Free Agency auction). This includes any player that is on an NFL roster and is not currently on a XFL roster. The minimum bid for all free agents in these auctions is $1. Minimum bid increments are $5. Competing bids must exceed the current high bid. Only bids that exceed the current reserve price will reset the clock. When 12 hours passes with no resetting of the high bidder, bidding on that player will be closed.
Note: There are no proxies involved during the auctions.
Collegiate Draft
The XFL Collegiate Draft begins one week after the Restricted free agent auctions, and will be a four-round draft that utilizes an NFL style draft (no serpentine format). The worst record in the league owns the first pick in each round unless traded. Any players entering the NFL through the NFL Player Draft are eligible for this draft. Draft positions are determined by the previous year's regular season (weeks 1-13) record.
Rookie Salaries
Basic Contract Structure
All rookies picked up in the rookie draft receive three-year contracts. Before the third year the team owner must make a decision on whether to decline or exercise a 4th or 5th year option on the contract. Declining the option year means the player remains at his current salary and becomes an unrestricted free agent following the season. Exercising the option year means the player is signed to a 4th year option with a 100% raise. At this time the owner may decide to sign the player to a long-term contract signing them through a 4th and 5th season at a 80% raise (rounded up). The raises go into effect immediately.
• Rookies are signed to three-year contracts and will be paid based on the chart below.
• All rookie contracts are guaranteed, meaning that if a player under contract is dropped, you are still responsible for the salary unless another franchise picks said player up. They are then responsible for the player's salary from that point on.

Draft Day Basics
Each pick is limited to a 12-hour time limit. If a selection is not made in the time allotted the pick will be skipped, but may be made up at any time there after. The length of the draft is four rounds. Future draft choices acquired via trade do not count against a teams current salary cap.
Draft Order
Draft order is constant, like the NFL, and is determined by a team's order of finish in the regular season.
Trading draft picks
Trading draft picks and/or players is legal during the collegiate draft.
Rookie Qualifications
Any player eligible for the NFL rookie draft qualifies as an eligible player for the rookie draft. Players undrafted are eligible as are players who have no previous experience in the NFL at any time. If you have a question about a specific player's eligibility, please present the question to the league prior to the rookie draft. Generally, any players who is eligible for the NFL draft or who is a NFL free agent with no prior experience in the league is considered eligible.
Trades
Trading ones players is a legitimate way to improve ones team for this year or future seasons.
• The in-season trade deadline is kickoff of Week 10.
• There is NO trading during the XFL Auction.
• Trading can resume at a date announced by the Commissioner.
• Trading may include players and or draft picks, including future picks for the current and next season.
• A trade becomes valid after all parties agree to it on the league website or after all parties involved have contacted the Commissioner.
Each team involved in a trade must stay under the league maximum of 26 players and $400. Leaving salary behind in trades is acceptable, but that money becomes guaranteed and isn't removed from a player's original team if he is later released. (Example: Team A trades $56K Keyshawn Johnson to Team B for $50K Drew Bledsoe but agrees to pay $6K of Johnson's salary. Johnson is now listed as a $50K player for Team B, while $6K of his salary stays with Team A even if Team B winds up dropping or trading Johnson).
Note: TEAMS ARE RESPONSIBLE FOR KEEPING TRACK OF ANY FUTURE PICKS THEY TRADE. IF A TEAM TRADES THE SAME PICK TWICE THEY WILL BE FORCED TO COMPENSATE THE SECOND TEAM THEY TRADED WITH A BETTER PICK AND WILL ALSO BE HIT WITH A $25 SALARY CAP DEDUCTION THE FOLLOWING OFF-SEASON.
In-Season Free Agency ( assuming host website allows this process )
Free Agency during the season will be made using blind bid and First-Come-First-Serve (FCFS) systems. Just prior to the beginning of each season, the Commissioner will award every franchise owner $100 Simulated Dollars. SimBucks are the official currency of our league. SimBucks are not real money and have no value. Every week, by the deadline established by the Commissioner (normally Thursdays), all owners interested in picking up free agents must submit a one time "sealed" bid to the Website for each player. No one knows what player you have bid on or the amount of your bid except you and the Website. Once all bids are received, the free agent will be awarded to the owner who bids the highest. If a tie exists on the highest bid, the player is awarded to the team with the worst record. If two or more teams with the highest bid have the same record, then the team with the lowest Total Points For on the season wins the bid. If two or more teams with the highest bid have the same record and the same lowest Total Points For on the season, then the team with the highest Total Points Against on the season wins the bid. Once the blind bid waivers are processed, the Commissioner will activate the FCFS waiver window. This waiver window will be open up until prior to the start of the first game of the week. All FCFS waiver acquisitions will cost $1 SIMbucks per acquisition. The Commissioner will be responsible for tracking each owner's available SIMbucks to spend. At the end of the season, all unused SIMbucks are voided. Free agent waivers close prior to the start of the final week of the season, but playoff teams are allowed to replace an injured player as long as they remain in the playoffs. An injured player has to be listed as OUT or DOUBTFUL in order for the owner to replace them. The owner also needs to have the available SIMbucks to make the acquisition and is still required to follow roster maximum/minimum rules.
Note: Once SIMbucks are spent, they are gone and are not retrievable. Owners may not bid fractions of SimBucks. Owners may not bid more SimBucks than they have available. SimBucks cannot be traded or given to another franchise. Example: RB John Freeagent gets hot and produces well. Owner A bids 30 SimBucks for him. Owner B bids 38 SimBucks and Owner C bids 50 SimBucks. None of the owners know what the other has bid. RB John Freeagent goes to Owner C for 50 SimBucks. He overpaid by 12 SimBucks but that's too bad. Once his bid is in, he can't change it. No one calls you and says, "Owner C bid 50, do you want to go 51?" RB John Freeagent is simply awarded to the highest bidder.
Expected Owner Conduct
Owners will be expected to conduct themselves in a manner that will not disparage the league or its owners in any way, shape, or form. While bragging is always a part of some owner's personality and is to be expected, inflammatory or taunting acts will not be tolerated. The Commissioner will have total authority in drawing the line between a brag and a taunt.
Appealing a Commissioner's Decision
ONLY 1 APPEAL WILL BE ALLOWED PER SEASON. NO EXCEPTIONS. Once an owner has appealed 1 decision, all further Commissioner decisions involving that Owner will be final with no appeal possible. Appealing the decision of the Commissioner is a very serious action and is expected to be a rare occurrence. The process for appeal is as follows:
1. Owner notifies the Commissioner he is appealing the decision.
2. Commissioner creates 3 Owner Task Force
3. Owner and Commissioner present their positions to the XC via email.
4. Task Force members discuss the issue and deliver a final ruling.
